Washington's AI Force Is Not an AI Policy. It's a Crypto Signal.

ProPrime

In the closing weeks of 2024, a Crypto Briefing dispatch began circulating through my copy-trading community. The headline was simple enough: the incoming American administration planned to assemble an 'AI Force' and appoint an 'AI czar' to reshape global AI governance. No executive order number. No budget line. No list of participating agencies. Just a phrase. In my terminal, that phrase moved AI-themed tokens before the policy was even written. I did not chase green candles. I opened a different chart: the organizational chart of the United States government.

That chart is the real market.

Hype dies. Data breathes. A presidential initiative without a budget is a press release. But a presidential initiative with a dedicated czar and a mandate to 'reshape global AI governance' is a structural change. It routes federal dollars, regulatory exemptions, export controls, and military AI priorities through a single node. For anyone who has studied order flow, that node is the trade.

Context: The Czar Is the Coordination Layer

Most crypto coverage of this story has focused on the wrong question: what will the AI Force build? It will not build anything. It is not a model, not a data center, not a research laboratory, and not a civilian version of a defense project. It is a coordination layer. The word 'force' in Washington is rarely a technical term. It is an organizational gesture, a way to signal that a policy area has been elevated from an agency-level concern to a White House-level strategic priority.

The real history matters. In 2023, the Biden administration issued Executive Order 14110, which imposed reporting and red-team obligations on developers of dual-use foundation models. That order was a safety-first framework. It treated AI as a potentially dangerous tool requiring federal oversight. The incoming administration made clear during the transition that it viewed that framework as an obstacle. The appointment of an AI czar was the first organizational signal of that reversal. The second was the revocation of 14110 in January 2025 and its replacement with a directive built around 'American AI leadership.' The third was the announcement of Stargate, a five-hundred-billion-dollar private infrastructure project wrapped in a White House photo opportunity. Each of these events deserves its own post-mortem. But the through-line is simple: the United States was switching from a safety-first AI regime to a speed-first AI regime.

Why should a crypto publication care? Because the same czar who coordinates AI policy was also handed digital assets. David Sacks, former PayPal COO, venture capitalist, and early crypto participant, took the combined title of White House AI and Crypto Czar. That bundling is unprecedented. It means the AI policy graph and the crypto policy graph now share a single central node. When a node has that much centrality, every downstream connection changes. Stablecoin legislation, decentralized compute networks, GPU tokenization, AI agent tokens, data provenance standards, and even decentralized identity all became part of the same policy sphere as model safety, semiconductor exports, and federal AI procurement. This is not a coincidence. It is an architecture.

I learned to read architectures the hard way. In 2017, I lost 92 percent of a one-hundred-fifty-thousand-dollar portfolio in ICOs. I had read the whitepapers. I had modeled token flows. I had convinced myself that identity projects and supposed utility tokens would behave like equity in a regulated market. They did not. The projects had no revenue, no delivery mechanism, and no governance structure capable of forcing accountability. The pain of that drawdown turned me into a forensic skeptic. It also taught me that organizational structure is a leading indicator. A whitepaper that names a board, a budget, and a reporting schedule is still not proof of delivery. But a policy that names a czar is a real allocation of attention, and attention is the raw material of market narratives.

Core: What the AI Force Actually Controls

Let's isolate the signal from the noise. The AI Force is an order-flow event. It will not print tokens. It will steer capital. In my experience, capital steering is the highest-alpha information there is. I built a copy-trading community in 2024 around on-chain exchange net flows rather than price action. I did that because flows come before prices. The same logic applies off-chain. Federal budgets are flow. Executive orders are flow. Personnel appointments are flow. The AI Force is an attempt to create a new flow header in Washington.

The absence of technical details is itself data. A policy announcement that names a model, a benchmark, or a product is usually trying to sell something. A policy announcement that names an office, a czar, and a mandate is trying to route something. In my due diligence work, that distinction is everything. I would rather buy an unglamorous infrastructure project with real capex than a glamorous protocol with zero revenue. The same filter applies to policy. The AI Force is unglamorous infrastructure. That is exactly why it matters.

First, the AI Force will coordinate federal procurement. This is the most underrated variable. When the government wants to accelerate AI adoption, it does not build a consumer product. It buys. The Defense Department, the Energy Department, and the intelligence community have been buying AI-related services, chips, and cloud capacity for years, but under different rules and different reporting lines. A czar can homogenize those rules. If that happens, the first winners are not AI-token tickers. They are legacy cloud platforms, defense prime contractors, and semiconductor suppliers with existing federal clearance. The same pattern appeared after the 2017 National Defense Authorization Act when Silicon Valley suddenly discovered that a government contract was more valuable than a billion-user consumer app. I saw that shift firsthand. I also saw which companies held the network connections. The AI Force is a map of who will hold them next.

Second, the AI Force will influence export controls. The phrase 'global AI governance' is diplomatic language for a strategic contest. In plain English, it means Washington does not intend to lose the AI race to Beijing. That intention will not produce an open-door policy. It will produce a tighter fence around advanced chips, model weights, and the tooling needed to train frontier systems. Every executive order on AI leadership in this cycle has been paired with a China-related security rationale. The 'small yard, high fence' strategy from the semiconductor export-control debate is going to become the model for AI governance. If you are a blockchain project that depends on unregulated GPU access or cross-border model transfers, this is a compliance event, not a narrative event.

Third, the AI Force will hit a physical wall that no executive order can break: electricity. Anyone who has operated in crypto knows the feeling of waiting on gas fees. In federal AI, the analog is grid interconnection. The data centers required for frontier model training consume power at a scale that breaks county-level utility planning. Stargate is a useful lens. The program was announced as a fifteen-hundred-page spectacle, but the binding constraint is not the technology. It is the legal and physical process of building electricity generation, transmission lines, and cooling systems. The AI Force can try to shorten permitting timelines. It can push nuclear and gas approvals. It can command agencies to coordinate. But physics does not respond to press releases. Simplicity scales. Complexity collapses. A data center that receives power is a node. A data center that waits on a transformer is a liability. The same distinction applies to decentralized compute projects. Tokens that promise access to idle GPUs are only worth something if the hardware is actually online and powered. Verify the node, ignore the charm.

Fourth, the AI Force will reshape the ethics architecture. This is the part that makes me uncomfortable, and discomfort is often the edge. The Biden administration built an AI Safety Institute at NIST and required red-team testing of certain frontier models. That created an audit trail. If the AI Force dilutes or eliminates those obligations, the private sector loses a very real external check on sloppy safety work. In 2021, I tracked Bored Ape Yacht Club wallet clusters and found that sixty percent of early sales were wash-traded. The community called it alpha. I called it entropy. The same pattern exists in AI safety reports. A model card that reads well is not a safety proof. A red-team test that is mandated by the government is at least a minimal obstacle to theatrical compliance. Remove the mandate and you remove the obstacle. This is not a moral argument. It is a risk argument. Safety regulators are like collateral in DeFi. They do not generate yield. They exist to absorb shocks. When you remove collateral, the system looks more efficient until the day the oracle fails.

The ethics question also runs straight into a problem I have seen before in the NFT world. Soulbound Tokens have been a concept for years because no one wants their credit record permanently on-chain. The same human friction applies to AI audits. No company wants a permanent, immutable record of every failed red-team stress test. Most project KYC is theater because you can buy a few wallet holdings and bypass the entire identity apparatus. Washington is not immune. The AI Force can hold spectacular summits, publish glossy frameworks, and issue joint statements about 'responsible AI' while simultaneously gutting the only audit requirements that gave those words legal meaning. The result will not be a return to the 2017 ICO era, exactly. It will be worse, because now the tokens will have a White House press release attached.

Fifth, the AI Force will intersect with crypto policy at the stablecoin level. This is the point most analysis is missing. The AI and crypto czar roles were fused because both domains converge on the same infrastructure questions: settlement, identity, compute markets, and data integrity. AI agents need a way to pay for services without human approval. That requires machine-readable money. Stablecoins are the obvious candidate. The current Congress has been moving toward a stablecoin legal framework with reserve requirements, custody rules, and state and federal licensing splits. If the AI Force accelerates that framework, stablecoins become not just a retail escape valve but a settlement rail for autonomous software. That is a much larger market than the current crypto-native order flow. It also means the policy battle is no longer about whether crypto is a security. It is about whether digital dollars can support machine economies. The AI Force gives that debate a White House sponsor.

There is also a quiet data-provenance story. AI and crypto share a common problem: provenance. The output of an AI model cannot be trusted without a traceable data lineage. Blockchain technology is a natural accounting layer for that lineage. This is the real reason the two policy domains are being fused. The AI Force will eventually need an audit trail. Whether it uses a permissioned federal database or a public chain is the true policy fork. That fork has not been decided. But the fact that a crypto-aligned czar sits at the center of the decision is a signal that the open-ledger option has a non-zero probability. A permissioned federal database would be an oracle controlled by one party. A public chain would be a shared settlement layer. The market should care which one wins, because one of those options creates a new base layer and the other merely extends the existing one.

Sixth, the AI Force will change the investment map. I spend most of my day reading flows, not news. The signal from this announcement is not 'buy AI tokens.' It is 'buy the assets that feed federal AI expansion.' Power utilities, grid equipment makers, nuclear fuel suppliers, water infrastructure, data center REITs, and defense software firms are closer to the expenditure node than any memecoin. If you must trade tokens, isolate the ones with verifiable infrastructure: GPU-backed cloud networks, decentralized physical infrastructure projects with real hardware, and stablecoin protocols with audited reserves. The rest are beta. In 2020, I deployed eighty thousand dollars into DeFi yield farming and generated a 340 percent return by writing Python scripts to monitor impermanent loss and gas fees. The key was not the APR. The key was the capital flow into the underlying liquidity pool. Policy alpha works the same way. You do not need to predict the statement. You need to predict which balance sheet receives the federal order.

The AI Force will also change the migration patterns of talent. The United States has a long history of absorbing the world's best technical labor precisely because Washington can set visa policy. An AI-first White House will likely push for fast-track visas for AI researchers, engineers, and infrastructure operators. That is a lagging indicator for the real estate, cloud, and hardware vendors in specific metropolitan areas. It is also a leading indicator for decentralized research networks. If the best AI researchers remain concentrated in a few American cities, open-source and decentralized AI efforts lose the race for top talent. The community narrative says that open models can outcompete closed models through collective intelligence. I have spent enough time watching centralized order flow to know that collective intelligence loses when the central node controls the data center leases.

Contrarian: The Bull Case Is the Trap

Now I have to flip the argument against itself. The conventional read says the AI Force plus a crypto-aligned czar is an unqualified bull market for all things AI and crypto. That read is wrong because it ignores the direction of accountability. A czar who comes from venture capital and crypto has a portfolio. The public asked for ethics waivers. The institution will probably create them. But waivers are theater. In my due diligence framework, theater is the most expensive category of risk.

There is also a global fragmentation risk. The European Union is committed to the AI Act, with a risk-tiered compliance regime. If the United States removes federal safety obligations, the two jurisdictions move in opposite directions. That is an arbitrage for AI companies with global footprints: they can train in the United States and sell into Europe with certified wrappers. For smaller projects, it is a double compliance burden. For crypto networks that operate globally, it is a nightmare because every jurisdiction gets to redefine what an AI model is. A decentralized training network cannot easily re-route if France decides that a certain model class requires an unworkable audit. Your emotion is not my edge. My edge is the knowledge that fragmentation creates hidden points of failure.

The deeper contrarian play is even simpler. The AI Force is a centralization event being marketed as an acceleration event. Centralization of policy authority tends to produce centralization of infrastructure. That is good for incumbents and bad for the long-tail of open, permissionless projects. A government that wants AI leadership will favor large, auditable, reliable counterparties. It will not hand sensitive defense contracts to an anonymous DAO. The notion that 'AI plus crypto' means a wave of decentralized AI is backwards. It means a wave of centralized AI with crypto rails attached to settlement and payment. If you are holding an AI token because you believe it will disrupt Big Tech, you have confused the narrative with the node.

The second contrarian signal is timing. Policy announcements create an initial burst of attention, but the spending cycle follows with a lag. In 2024, I watched institutional ETF flows lag retail sentiment by roughly six months. That lag was an arbitrage window. I built signals around exchange net flows rather than price candles and generated consistent monthly alpha for my copy-trading community. The same lag exists here. The AI Force announcement will be followed by a long, boring period of budget hearings, agency rule-writing, and procurement delays. That period is where the real information accumulates. The market will lose interest after the first week. The institutional players who understand procurement will start buying in the third month. The crowd will return only when the first headline hits. That is the play.

Takeaway: Track the Node, Not the Narrative

The AI Force is not a technical breakthrough. It is a routing table. It tells you where federal attention will travel. Attention becomes procurement. Procurement becomes revenue. Revenue becomes market cap. The chain is measurable, but only if you track the right metrics. I am watching four numbers.

The first is the first federal AI procurement RFP that names the AI Force as the coordinating authority. The second is the NIST AI Safety Institute budget, because a budget cut is a signal that red-team obligations will collapse. The third is Stargate's first signed power purchase agreement, because that is the physical proof that infrastructure projects are moving from press release to current. The fourth is the stablecoin bill's final audit language, because that will tell us whether the White House wants machine settlement to be collateralized or magical.

Over the past seven days, my community has seen more noise on AI tokens than on any other sector. That is the signal of a crowded trade. I did not add. I trimmed. In 2022, I watched Terra-Luna erase two hundred thousand dollars of exposed stablecoin positions because I trusted a printed algorithm more than the collateral it claimed to mint. I survived by moving to audited assets and buying puts. That scar is still my edge.

Washington's AI Force will be defined by what it funds, not by what it names. The naming ceremony is over. The funding cycle is just beginning. Don't buy the noise. Buy the node. The node is the procurement office, the transformer, the nuclear fuel contract, the actual GPU behind the token, and the stablecoin reserve that can be audited in an afternoon. Find that node, and the narrative will catch up. Miss it, and you will be left with a press release and a falling floor.

The question is not whether America will win the AI race. The question is whether your portfolio is positioned in the layer where the race is scored. Mine is. Yours should be too.
